You see an advertisement selling new flats, you verify that the builder has all relevant permissions from BMC, you sink your life’s savings, you take costly loans, you get the flat, you live in it for 14 years. BMC is still there, builder is still there, only you lose your flat, and left on the footpath with your household luggage. So, does the word of government carry any meaning in India? What is supposed to be verified by a citizen? Who pays for the mistake of BMC? BMC or citizens?
